integrating OHSAS and EMS with QMS

focus of QMS:
Quality Management of the core process

focus of OHSAS and EMS:
Risk Management and Control

focus of all 3:
Prevention
Continual Improvement

STEPS in RISK MANAGEMENT:

1. Hazard Identification

2. Establish RPN i.e. Risk Priority Number
RPN = cod

c= Class of hazard
o= Probability of Occurence
d= Probability of Detection

Refer ISO/TS 16949 for methodology

3. Eliminate or Reduce the risk of High RPN Hazards

4. Do RPN Again

Keep on repeating the cycle

auditing an Integrated Management System

There are several common elements between the three management system standards, such as management review, document control, corrective action and the requirement for trained personnel.

These can be integrated into a single, joint system or a combination of any of the above.
Audit of joint systems is available and may be the simplest and most cost-effective method for some companies.

Integrated Management Systems, benefits

The individual Management Systems for Quality, Environment and Health and Safety share many requirements and common elements.
Integration will remove areas of waste, duplication, conflict and other non-value adding activities.

Systems integration will result in both risk and cost reductions and more balanced business improvement activities.

What is PAS 99 (2006)

PAS 99 is a Publicly Available Specification of common requirements for management systems that can be used as a framework for an integrated management system.

Management system standards have been produced to address a variety of company needs. The structure and content of these new standards are now very similar, often incorporating common elements such as control of documents and records, internal audit, corrective and preventive action, management review and continual improvement.

The Plan, Do, Check, Act (PDCA) cycle, popularised by Deming has become the foundation for many of these new standards.

PAS 99 has been produced to encourage organizations with more than one management system to achieve a single holistic management system to enable them to run their operations more effectively.

 PAS 99 takes account of the six common requirements for management systems:
Policy
Planning
Implementation & Operation
Performance Assessment
Improvement
Management Review

The adoption of PAS 99 should considerably simplify the process of assessment by both internal and external parties and allow organizations to reap huge internal benefits.

BIP 2138:2007 IMS: Implementing and operating using PAS 99 (Integrated Management Systems Series)

Overview
Bibliographic Detail

Overview
The Integrated Management Systems (IMS) series of books provides practical guidance and advice on integrating the systems operating within an organization. It provides a framework into which additional management systems can be incorporated.
IMS: Implementing and Operating Using PAS 99 provides practical guidance and advice on integrating systems, and shows how this might be achieved, using as an example three of the more widely adopted specifications – quality, environment and occupational health and safety.
Every organization will be starting from a different point so this book is written in such a way that readers can pick and choose what they need to help them to achieve their objectives. The aim of this book is to help you to arrive at that system that will then be right for you and your organization, even though it may not be completely suitable for someone else.
The PAS 99 model is used for encompassing the common elements of integrated management systems using a Plan, Do, Check, Act approach in conjunction with the ‘process’ approach that is most commonly used in ISO 9001:2000. The book takes you through the simple framework and includes chapters covering
Planning
Implementation and operation
Performance assessment
Improvement
Management reviews
This new IMS book gives practical examples and advice throughout, which makes the book very user-friendly.

“As electrical and instrumentation engineers delivering services to the public and private sectors, having certified quality, environmental and health and safety systems gives us real kudos and helps when going for new work.
“Having well established quality and environmental certified systems with LRQA, we were well placed to add OHSAS 18001 with minimal additional work. Having combined assessment visits from LRQA also means we benefit from a joined-up approach, with valuable insight from each of the assessment team. As much of the work is on-site, the big advantage for us in having combined assessments is in being able to keep disruption to a minimum.
“The LRQA approach works well for us and we value the advice and support given from all part of their business."
Mark Glasper, Quality & Environmental Manager, Watson Norie Ltd.
Many companies now hold certification to numerous standards, such as ISO 9001, ISO 14001, OHSAS 18001 and ISO 27001. For organisations in this position, it makes sense to combine two or more management system standards into a single or ‘integrated’ system.
The integrated approach stretches far beyond simply placing several sets of procedures in one manual but is about having a single management system that complies with the requirements of two or more standards.
LRQA is now able to provide combined assessment visits for those businesses operating multiple management systems. We’ve invested heavily in cross training of our assessors to respond to client needs and our unique assessment methodology ensures that we can continue to provide a high quality service while maintaining the integrity of our services. The benefits can be significant:
less disruption and duplication of effort
senior management can diary a single event for the auditor/audit team
single executive summary following the visit where LRQA highlight system improvements and any compliance issues you may face
the LRQA integrated management certification service is designed to take into account any future management system requirements you may have
We can now also offer services to:
